Hawaii's education system

The board sets policies and hires school principals to oversee state departments of education. The Department of Education is divided into seven districts, four on Oahu and one each in the other three counties.

The main reason for centralization is to combat inequalities between the populous island of Oahu and the more rural Neighbor Islands, and between low-income and wealthier areas. In most parts of the United States, school funding comes from local property taxes.

Educators struggle with immigrant children whose native language is not English. Their culture is different from that of the mainland (the birthplace of most course materials and test standards).

Hawaii's public elementary, middle, and high school test scores fall below national averages on tests required under the no-leaving law. Part of the gap is due to the Hawaii Board of Education's requirement that all eligible students take these tests and report test scores for all students (e.g. Texas, Michigan, etc.). other states are not). Results reported in August 2005 showed that 185 (2/3) of 282 schools statewide did not meet federal minimum performance standards in mathematics and reading.

On the other hand, the ACT College Placement Test shows that seniors scored slightly above the national average in 2005 (21.9 versus 20.9). On the widely accepted SAT exam, Hawaii's college-going seniors tend to score below national averages in all categories except math.
