Minnesota's education system

One of the first acts of the Minnesota legislature when it opened in 1858 was to establish a normal school in Winona. This commitment to education has served a literate and well-educated population. The state was ranked 13th in the 2006-2007 Morgan Quitono Smart State Awards and 1st for percentage of residents with at least a high school diploma. However, in 2006, more than 90% of high school seniors graduated, compared to about 6% of whites, 28% of African Americans, 30% of Asian Americans, and 34% of Hispanic and Native American students. Over % dropped out of school. In 2007, Minnesota students had the highest average scores in the nation on the ACT exam. Minnesota chose not to implement school vouchers, but is home to the first charter school.

The state supports a network of public universities and colleges, including 32 institutions of the Minnesota State College and University System and the five major campuses of the University of Minnesota. It's also home to more than 20 private colleges and universities, six of which rank among the nation's top 100 liberal arts colleges, according to US News and World Report.
