Minnesota's education system

One of the first acts of the Minnesota legislature when it opened in 1858 was to establish a normal school in Winona. This commitment to education has served a literate and well-educated population. The state was ranked 13th in the 2006-2007 Morgan Quitono Smart State Awards and 1st for percentage of residents with at least a high school diploma. However, in 2006, more than 90% of high school seniors graduated, compared to about 6% of whites, 28% of African Americans, 30% of Asian Americans, and 34% of Hispanic and Native American students.
