West Virginia's education system

Formal public school education in West Virginia is under the jurisdiction of the West Virginia Department of Education. Each county in West Virginia constitutes a school district.

The West Virginia Board of Education was established by the West Virginia Constitution. The Board is vested with general oversight of West Virginia's 834 elementary and secondary schools. Its 12 members include nine citizens appointed by the governor and three non-voting ex-officio members (the state superintendent of education, chairman of the West Virginia Higher Education Policy Board, community and technical education commissioner). Board members serve nine-year overlapping terms, and no more than five civic members may belong to the same political party.

The West Virginia Board of Education meets monthly to determine elementary and middle school education policy and to make regulations that enforce state law on education. Each K-12 school district has a school board of at least five nonpartisan elected members. No more than two legislators can live in the same district, but the legislators are elected by the residents of the entire county. Active teachers and service personnel are not eligible for election to the County Board of Education. Members are elected for four-year terms, and elections are held in regular primary elections in even-numbered years.

In addition to the school board, each district also has a superintendent of schools. He/she typically serves as the county school district's executive officer and is responsible for enforcing the policies of the West Virginia Board of Education. Appointments, transfers, suspensions, and promotions by the county superintendent must be approved by the county board of education. Superintendents must be residents of the county in which they work or an adjacent West Virginia county.

Each school district in the county is classified as one of eight Regional Educational Service Agencies (RESAs).

All eighth graders in West Virginia take a history or social studies class based on the history of the state. They learn all about West Virginia. Students can choose to take the exam at the county level.

221 8th grade students from West Virginia receive this award each year. Awards will be given to the top two students in each county (110 total), as will another 110 students selected statewide based on population. In addition, prizes will be awarded to the top performers at West Virginia Schools for the Deaf. There is a knightly ceremony for the winner.
